  • This program is designed to provide Japanese and Japanese-affiliated companies with an interest in hiring highly skilled foreign professionals. In addition, the program will provide opportunities to recruit personnel and develop connections overseas by holding online and face-to-face company information sessions and exchange meetings with overseas universities.
  • The aim is to have Japanese companies and overseas Japanese affiliates develop new, innovative products and services. The companies can expand their business overseas through the recruitment of highly skilled foreign professionals.

Advantages for Exhibitors

❶ Supporting the formation of a preliminary candidate group

We support the formation of a preliminary candidate group of talented foreign professionals. We will do this by creating opportunities for corporate PR and screening of candidates through online information sessions, the distribution of archived videos, and on-site, face-to-face job fairs. Online information sessions can reach people in remote areas. In addition, the online sessions make it possible to approach potential recruits who might be difficult to meet in on-site settings.

❷ Increasing the hiring rate through on-site, face-to-face screening sessions

The use of an on-site job fair as a place for the final screening step after the online information and screening session can lead to an immediate job offer. The results of recruitment activities that are difficult to complete online can be improved since you can make decisions after meeting candidates in person.

❸ No exhibition fee or system usage fee is charged

Compared to companies that make presentations on their own, the series of expenses related to recruitment activities can be reduced. Since the Ministry of Economy, Trade and Industry covers the costs of this program, not only are exhibition fees waived but the venue and booth setup fees are also waived. The online information session system and dedicated job fair applicant management system can be used free of charge. (Each exhibiting company will bear the costs of system communication.)

❹ Connections with local overseas universities can be formed

We will have online and face-to-face exchanges with exhibiting companies and local overseas universities. Opportunities will be provided to interact with career advisors and students at universities specializing in science and engineering, the Japanese language, and other fields through online linkups with local universities in different countries. In addition, companies participating in face-to-face job fairs will be able to interact directly with others in local overseas settings. (Each exhibiting company will bear the costs of overseas travel costs.)

About Briefing sessions

Briefing sessions on overseas job fairs will be held in Tokyo and Osaka, and online. The briefing sessions will provide information about this program as well as the markets for human resources in the six countries where overseas job fairs will be held. The information will deepen the understanding of exhibiting companies for the recruitment of highly skilled professionals and science and engineering personnel. We will share our expertise about the recruitment process and key points for recruiting overseas human resources that you should know before participating in these job fairs.

Application guidelines

Requirements applicable to an exhibiting company

  1. Companies participating in job fairs under this program are Japanese companies or Japanese-affiliated companies that want to employ human resources from the host country with high-level knowledge and skills(*1) as a means of innovation, development of new products and services, or overseas business expansion.
  2. Companies exhibiting in job fairs under this program are private-sector companies incorporated in Japan with more than 50% Japanese capital or a company or organization located overseas with more than a 50% investment from a Japanese company or national.
  3. Companies exhibiting in job fairs under this program will participate in briefing sessions, guidance sessions for exhibiting companies, and online job fairs. The companies can also participate in overseas job fairs and exchanges with local universities and others while covering the expenses for travel and communications.
  4. Exhibiting companies will provide the Secretariat with a company profile and recruitment information in Japanese and English. There must be a person in charge who can complete the procedures for screening and accepting foreign personnel from overseas.
  5. Since the job fairs are publicly funded, the exhibiting company shall cooperate with questionnaires and interviews carried out to understand the results and publish examples of the results on its website or through other channels.
  6. The exhibiting company must agree to the terms and conditions written in the Guide for Corporate Exhibitors and the Terms and Conditions for Exhibitors.
  7. The exhibitor will be a company that is interested in recruiting students from overseas universities but that finds it difficult to create connections overseas using its own network or its own corporate group network.

*1: Human resources from a host country with high-level knowledge and skills mean foreign human resources that possess the knowledge and skills to obtain residency status under the Immigration Control and Refugee Recognition Act in Japan as it corresponds to a Highly Skilled Professional (HSP) or Engineer/Specialist in Humanities/International Services (ESI).

Acceptance of final recruitment applications
From September 1st, 2023 (Friday)

The deadline is one month before the date of the local face-to-face job fair in each city.
※Applications for the final recruitment will only be accepted in some cities.
※Applications will be closed when the maximum number of applications is reached.

Selection method
Based on the corporate exhibitor applications submitted by applicants, the Secretariat will conduct a strict process of vetting to select exhibiting companies after consultations with the Ministry of Economy, Trade and Industry. Please note that we will not share any details of the results.

FAQs

Describe the program
This program is an overseas job fair program organized by the Ministry of Economy, Trade and Industry. The following four services are provided through this program: (1) guidance sessions for exhibiting companies, (2) online job fairs, (3) exchanges with local universities, and (4) on-site, face-to-face job fairs. Refer to this material for more information.
What is an online job fair?
An online job fair consists of an online company information session by each company through a dedicated system for approximately one hour on the day of the event in a given country.
*A job fair is intended to provide opportunities for sharing company information online on the day of an event. Screening (such as document screening and interviews) is carried out independently based on personal information obtained through the dedicated applicant management system for this program and undertaken at the discretion of each company.
What is an on-site, face-to-face job fair?
Participants in an online information session have passed the screening step. They will then come to an on-site, face-to-face job fair. Some participants bypass these steps and simply appear at a job fair on the day in question. For this reason, we recommend that on-site, face-to-face job fairs be used to share information and interview candidates. For example, an efficient recruitment process is to operate your booth to present company information and conduct first-round interviews in the morning. The time slots are divided by target group and final interviews are conducted in the afternoon.
Will it be a problem to give a Japanese-language presentation on the day in question?
Since most participants will have taken a Japanese language proficiency test but will have scored no higher than level N3, we recommend providing explanations in English or the local language.​
What is an exchange with a local university?
This program provides opportunities to interact with career center employees and students attending local universities in different countries (specializing in science and engineering, the Japanese language, and other fields) so that companies can recruit overseas on their own.
Will it be necessary to attend everything, including company recruitment information sessions, the pre-event briefing process, and exchanges with local universities?
Company recruitment information sessions are opportunities to understand the details of this program and to consider participating as exhibitors, which means that companies that have already decided to apply do not need to attend these sessions. Participating in the pre-event briefing process is necessary in order to exhibit. Participation in exchanges with local universities is optional. (Online exchanges are held as part of the pre-event briefing process.)
This will be the first time we hire foreign personnel. How should we proceed with recruitment?
Exhibiting companies are provided advice on recruiting highly skilled foreign professionals (such as producing job offers and interview techniques) through the pre-event briefing process. Even companies wanting to hire foreign personnel for the first time are invited to apply.
What are some tendencies of participants?
Recruitment will focus on science and engineering majors and highly skilled foreign professionals from local universities in the six countries where job fairs will be held (Vietnam, Malaysia, Thailand, Indonesia, Bangladesh, and India). In terms of ages, participants tend to be young people in their early to mid-twenties who are recent graduates of a university or recent graduates looking to change jobs.
*Highly skilled foreign professionals are foreign human resources who possess the knowledge and skills to obtain residency status under the Immigration Control and Refugee Recognition Act in Japan as it corresponds to a Highly Skilled Professional (HSP) or Engineer /Specialist in the Humanities or International Services.
*Excludes persons with Japanese nationality.​
How would you describe the language proficiency of participants?
No restrictions have been set in terms of language proficiency for the purpose of participating in this program.​​
What is the track record with respect to past participants?
A total of more than 6,400 students from local overseas universities and alumni have registered online for this program (according to statistical data for the FY 2020 job fair program as held in Indonesia, India, and Malaysia).
Is this program only directed at those who wish to find jobs in Japan?
This program is open to those who wish to find jobs in Japan and to those who wish to work for Japanese-affiliated companies operating locally abroad.
